Peer Review Process
All manuscripts submitted to the journal’s editorial office undergo mandatory scientific peer review. The purpose of peer review is to ensure the high quality of published materials, uphold academic integrity, and verify that articles meet the requirements of a scientific publication.
Each scientific article is sent for review to a specialist holding a Doctor of Science (DSc) or PhD degree, with a scientific specialization that most closely matches the subject of the submitted work. The reviewer must have scientific publications in the relevant field within the last 3 years.
Reviews are stored in the editorial office and the journal’s publishing house for no less than 5 years in accordance with the legislation of the Republic of Uzbekistan and regulatory acts in the field of scientific publications.
Reviewers are informed that the manuscripts submitted to them are the intellectual property of the authors and contain materials that are not subject to disclosure.
Transferring manuscripts to third parties, copying materials for personal use, and disclosing the content of an article without the editorial office’s permission are not permitted.
A breach of confidentiality is permissible only in cases where signs of data unreliability, falsification of research results, plagiarism, or other violations of academic ethics are identified.
The article review period is determined individually by the editorial office, taking into account the need for timely publication and the quality of expert evaluation.
The maximum review period does not exceed 3 months from the date the manuscript is received by the editorial office.
Articles may be considered without additional peer review if they are:
- prepared by academicians and members of state academies of sciences, where such author is the first or sole author;
- recommended for publication by official scientific councils, presidiums of academies of sciences, relevant state scientific institutions, and expert councils.
The final decision in such cases is made by the editor-in-chief.
Specialists working at the same institution where the research was conducted, as well as individuals with a direct conflict of interest with the article’s authors, are not engaged as reviewers.
Based on the results of peer review, the editorial office sends the author:
- a notification of acceptance of the article for publication;
- recommendations for revision of the article;
- a reasoned rejection of publication.
Copies of reviews are provided to authors upon request and are also sent to authorized state bodies and expert councils upon receipt of an official request.
If the reviewer indicates the need for corrections, the article is sent to the author for revision.
After changes have been made, the article is reviewed again by the editorial office and, if necessary, sent for re-review.
The date of article receipt is considered to be the date the revised version is returned to the editorial office.
If the author disagrees with the reviewer’s comments, they have the right to submit a reasoned written justification of their position to the editorial office.
In this case, the article may be sent for re-review or referred to the editorial board for consideration.
The final decision on publication of an article is made by the editor-in-chief based on the reviewer’s conclusion and, where necessary, the decision of the editorial board.
When compiling the next issue of the journal, the scientific significance of the article, its relevance to the journal’s subject area, and the results of the expert evaluation are taken into account.
The editorial office reserves the right to reject publication in the following cases:
- the article does not meet the technical formatting requirements and the author refuses to make the necessary corrections;
- the author does not address the reviewer’s justified comments and does not provide a reasoned response;
- signs of plagiarism, data falsification, unreliability of research results, or violations of publication ethics standards are identified.
This peer review procedure has been developed in accordance with the requirements of scientific publications of the Republic of Uzbekistan and international publication ethics standards.
